You get an honest answer on scope
For advisory work, the first reply says whether the available data can answer the question properly, and what it would take. If it cannot be answered well, I will say so rather than take the brief.

Then we agree the detail
Scope, format, timing and terms are settled before any work begins. Nothing is charged for the initial exchange.
What to Include
A short outline is enough to begin, but three things make the first reply far more useful. Say what the question is and, more importantly, the decision it feeds. Mention any deadline you are working to. And note whether you already hold data, or whether the sourcing is part of the work.
